Post-pandemic Reinvention Of Mobility for Inclusive and Sustainable Europe (Promise)
Objectives
The core objective of Promise is to raise awareness among mobile EU citizens, civil society and local authorities about the current obstacles to free movement by helping them to interpret and implement Directive 2004/38 on the right of citizens of the Union and their family members to move and reside freely within the territory of the EU.
In December 2020, the European Commission published the EU Citizenship Report 2020, in which it pledged to adopt a new communication on Directive 2004/38/EC in 2022. Promise's goal is to ensure the correct interpretation and implementation of this Communication in EU Member States. In that context, we will provide local authorities with relevant knowledge and tools to reduce administrative barriers for mobile EU citizens in their host countries. The project will build on the results achieved by ECU in the previous EPIM-funded projects and will continue to improve and promote the rights of EU citizens.
The above objectives will be achieved through the creation of an informative toolkit for citizens, through training of relevant government departments and civil society organizations, and thanks to the launch of a digital campaign. With sustainability in mind, a network of civil society organizations sharing their best practices on the application of EU rights will be built.
